戰爭、遊戲與科技的分流匯合:美國軍事娛樂產業結構的形成

看看一名 12 歲孩童玩《太空侵略者》時採取閃避動作並多次擊中目標,你便能欣賞明日飛行員技術之美。Watch a 12-year-old take evasive action and score multiple hits while playing “Space Invaders,” and you will appreciate the skills of tomorrow’s pilot.

在這個「只要會用搖桿就能夠操作無人載具」的今天 ,上頭那段評語尤其耐人玩味。有趣的不僅是有人如此直接把電玩遊戲和軍事戰鬥連結在一起,更是因為這是一位美國總統說的話,他就是雷根( Ronald Reagon, 1911-2004, 任期 1981-1989 )。

說到美國與美國軍方,大概可以立刻聯想到兩個落差頗大的形象:一是高尚正義、致力推廣民主、維繫正義與自由的國際警察,二是披著白衣騎士的外衣、其實在暗地搬弄國際風波藉此謀取利益的陰謀帝國。不少朋友也一定知道,美軍過去幾十年間大力支援過不少軍事電影,好萊塢也常被視為美國和美軍的重要宣傳管道。

觀光、娛樂、媒體、電影乃至電玩,美國的相關產業在世界上就算不是獨占鰲頭也是名列前茅,至於賺入多少鈔票,就更不必多談了。而軍事、戰爭,也經常是熱門主題,近年我們亦發現,電玩遊戲不僅越來越擬真,軍事和動作遊戲還經常仿效電影的運鏡與情節、讓玩家扮演英勇機智的美軍;不少遊戲開發團隊更標榜「如實呈現」( authenticity ),多方諮詢專業軍事顧問、重現歷史戰場或刻劃當代軍事行動,或者設想未來戰爭的景況、並讓玩家有機會試用實驗型武器裝備。而自 2002 年以來,美軍甚至推出自行研發的《美國陸軍( America’s Army )》系列射擊遊戲,當作募兵宣傳……

「軍事」和「遊戲」、美國軍方以及當代多媒體娛樂產業,他們之間交互輝映、相互引用的密切聯繫,到底是怎麼回事呢?這篇文章想要簡單回顧一下今日資訊科技和數位娛樂的發展,究竟與美軍、國防工業與資本主義之間錯綜複雜的關係。(必須聲明,本文深受史丹佛大學教授 Tim Lenoir 著作的啟發,特別感謝。)

【軍事、模擬與遊戲】

軍事戰爭向來是電玩遊戲相當熱門的主題,無論是射擊、戰略還是角色扮演遊戲,也經常以戰爭、衝突為故事背景,並以戰鬥為核心遊戲機制。雖有不少反對聲音、認為遊戲不應該結合戰爭或暴力,不過稍微想想中國象棋、西方西洋棋,以及如圍棋中的諸多「殺」啊「刺」啊的術語,就不難明白,其實人類的「遊戲」活動,遠在電玩遊戲出現之前,就經常拿暴力的軍事戰爭當主題了。

至於戰爭與遊戲在晚近一個多世紀以來的結合,便和「模擬」( simulation 有很大的關係。甚至可以說,就是因為軍方對模擬的重視,刺激了許多週邊科技的發展,而當這些週邊科技轉向娛樂市場的時候,很自然就變成軍事遊戲。

人類史上無論哪個時代、哪支軍隊,基本的思維原則其實大同小異:希望用最少的傷亡與損失,獲取最大的勝利。因此,在上戰場之前就必須讓部隊和指揮官在戰鬥前接受良好的訓練:第一線士兵要受的訓練,是操作武器裝備、小隊合作默契等等;而層層的指揮官所需要的訓練,當然就是軍隊的管理、部屬、調度以及戰略戰術。

訓練,當然是要磨練技術、累積經驗,才能在上戰場時,將緊張、恐懼以及失誤等等負面因素降到最低、把戰鬥效率發揮到最高。所以,訓練方式越是接近真實的戰鬥狀況,訓練效果當然就越好。然而,訓練太「真」則可能導致傷亡,所以軍隊便應用「模擬」來訓練,盡可能避免訓練中的損失。

當過兵的朋友都一定曉得,每年國防部都有「兵棋推演」、簡稱兵推,這便是最典型的戰爭模擬。現代各國的指揮參謀學院、戰爭學院等等,都有兵棋的戰略戰術訓練課程,而演習和戰爭時,也用兵棋盤來預劃部屬和評估戰況。現代的兵棋,具體的歷史可溯至 19 世紀初期的普魯士( Prussia )。

普魯士軍方流傳一種德文叫做 Kriegsspiel 的桌遊,直譯便是「戰爭的遊戲」( war’s game ),是在一張繪有等高線、地形地物的平面地圖上,運用象徵性的棋子、複雜的戰術規則以及一位居中協調的裁判人,讓陸軍軍官們同時可以達到娛樂以及戰術訓練的效果。據說有位深深著迷此種遊戲的軍官,便是後來奠定德國陸軍參謀本部基礎的毛奇( Graf Helmuth von Moltke, 1800-1891 )。也有部分學者相信,普魯士之所以取得普奧和普法戰爭的勝利、成功建立現代德國,與軍中此種戰術遊戲頗有關係。

除了軍方,民間當然也以戰爭遊戲當娛樂。 20 世紀初時,這類比西洋棋等抽象遊戲更為擬真的戰爭模擬遊戲,已在民間開始普及。 1898 年,英國人 John Fredrick Thomas Jane 1865-1916 )發行《 All the World’s Fighting Ships 》世界海軍戰艦年鑑,亦即後來的《詹氏戰艦大全( Jane’s Fighting Ships )》。第一版《詹氏戰艦大全》附錄了不少海軍戰爭遊戲規則,便是為了輔助當時對海軍戰爭遊戲有興趣的讀者。

1911 年,英國著名小說家、《時光機器( The Time Machine, 1895 )》的作者 Herbert George Wells 1866-1946 )出版了《 Floor Games 》,用幽默的筆調寫出他設計的戰爭遊戲規則,主要是給年幼孩童玩的和平遊戲―― Wells 本人是明顯的和平主義者。後來他與朋友玩了類似的遊戲之後,在 1913 年另外發表了《 Little Wars 》,則是老少咸宜的戰爭遊戲。這個利用玩具素材和天然植物設計出來的小戰場,或可視為現代《文明帝國》或《世紀帝國》的雛型。

【資訊科技與模擬訓練】

軍方需要訓練設備,自然要有人研發和生產,或是軍方的研究與後勤部門負責、或是與民間研究者和產業界合作――即使是冷兵器時代,鐵匠、裁縫與軍隊關係密切,也是很自然的。至於電腦出現、資訊工具的潛力逐漸受到重視之後,便有利用資訊科技來「模擬」的想法。資訊化的訓練工具,所仰賴的當然是包括硬軟體在內的各種資訊科技,美國政府與軍方當然也資助相關研究。

從冷戰時期開始,美國軍方最主要的研發與投資部門,就是國防高等研究計劃署Defense Advanced Research Projects Agency DARPA ,原僅稱 ARPA 。我們今日資訊產業和電玩遊戲最相關的數項核心科技,都與這個單位有關。不過,美軍與民間學界、業界的合作,亦可大致分為兩個時期:冷戰期間,美國軍方主要的角色是「贊助」,提出希望達到的成果,進而投資學界或招標業界進行研發。

冷戰結束後,軍方的角色轉為較被動、更類似「客戶」,採購民間所生產的產品――當然,有意拿到軍方採購案或合作契約的學者或公司,仍會與軍方保持聯繫、了解軍方的需求。這些發展歷程,不僅造就和刺激了許多科技發展,也培養出許多技術人員投入學界和業界,進而將技術成果普及於民間。這一「贊助」到「客戶」的性質演變,也見證了軍需工業、資本主義和國家安全等複雜因素的統合,形成一套覆蓋在「國家安全屬於高度機密不得洩漏」大旗下權力、技術與金錢的遊戲。

這一複雜系統的建立其來有自。首先是「電腦本身」1946 年問世的第一台電腦 ENIAC 雖然出現得比 DARPA 早( 1958 年才創立),但確實是美軍的產物,主要用於為陸軍砲兵計算砲彈彈道。 DARPA 在七○年代資助了包括史丹佛、柏克萊等大學在內的若干研究單位以及民間團隊,研發超大型積體電路( VLSI )等等微處理器技術與程式系統,成為處理器、顯示晶片、記憶體等等相關科技在七○至八○年代突飛猛進的重要推手。

二,顯示技術,讓電腦可以投射出影像,讓指揮官可以看見戰場、讓士兵可以看見敵人或自己要操作的裝備。如上述,超大型積體電路的整個研發計劃就包括顯示晶片,美國史丹佛大學便曾接受 DARPA 的資助研究與視覺成像相關的硬軟體,比較有名的是其中一位研究人員 Jim Clark 後來在 1982 年離校、與數名研究生創辦了我們今日熟知的視算科技公司( Silicon Graphics Inc. SGI ),是 3D 領域的重要領頭羊之一

當然,非軍事單位如太空總署 NASA 也會使用類似模擬訓練工具,比如阿波羅登月計畫,訓練階段便是採用奇異/通用電氣公司航太部門( GE Aerospace )製作的軟體。奇異航太後來在 1992 年賣給 Martin Marietta 材料公司, Martin Marietta 又在 1995 年與 Lockheed 合併成至今世界最大的軍事科技廠商之一: Lockheed Martin

Lockheed Martin 決定將顯示晶片技術加以商業化販售,於是成立了 Real3D 子公司並與 Sega 簽約,乃有 Sega Model2 Model3 兩款街機的出現―― Model 2 除了著名的《 VR 特警( Virtua Cop )》射擊遊戲系列之外,也是今日著名的「養眼」格鬥遊戲《生死格鬥》初問世的平台。

三,網路以及連線成像。網路可以將個別獨立的電腦連結起來,讓兩台電腦上的使用者可以連線訓練,以及將一方的訊號在另一端電腦螢幕上顯示出來的硬軟體。最早的網路,是在美軍投資之下、於 1969 年研發成功的 ARPANET ,全名就是高等研究計劃署「 ARPA 」的工作網路。這個軍用網路奠定了傳輸控制和網際網路的通訊協定( TCP IP ),成為今日網際網路之基本設定。

ARPA 投資下歷經幾番研究變革,美軍及合作企業於 1983 年完成了 SIMNET 「模擬器網路」計畫( Simlulator Networking program ),這個系統奠定了多台電腦連線協同訓練的基礎,並且可以在錄影檔案中,利用 3D 環境回顧演練過程、評估優缺,對個別士兵或部隊指揮官都極有用處。

而參與 SIMNET 的研發人員中,著名的創業故事還不少,例如部分人員 1992 年成立 RTIME 2000 年時被 Sony 併購、開發出 PS2 的連線系統;其他人員的成就,還包括成立了 MetaVR, Inc. MäK Technologies 兩個知名模擬與 3D 技術廠商,以及開發第三代《機甲爭霸戰( MechWarrior 3 )》與《 SOCOM 》系列遊戲的 Zipper Interactive

四,人工智慧:如果只有一個士兵在操作單一一台電腦,還想要進行訓練的話,當然就是要與電腦對戰,電腦越「聰明」、越複雜、越能夠模擬真實的人的反應,訓練的效果也當然越好。資訊工程師 Steven Woodcock 在軍事科技企業 Martin Marietta 工作時便是從事研發人工智慧和先進即時遊戲通用模擬( ARGUS )等技術;後來 Real3D Sega 簽約, Woodcock 便主持相關計劃,包括製作 Model 2 遊戲《敵後戰線( Behind Enemy Lines, 1998 )》,這便運用了全 3D 的立體環境以及具有人工智慧的敵軍。

五,就是 2016 年很可能引爆另一波數位互動娛樂革命的虛擬實境virtual reality )。六○年代後期,貝爾直昇機公司( Bell Helicopter )設計給直昇機駕駛一種頭盔,連結了機艙下方的攝影機、能夠與駕駛的頭同步轉動,便於降落時觀察地面環境。當時猶他大學( University of Utah )的教授 Ivan Sutherland 想到一個點子:何不在頭上戴一個可以顯示影像的電腦?

在當時,甚至還沒出現「虛擬實境」這個詞,不過他到猶他大學任教之前,就已有相關技術的研究經驗,他在博士研究期間( 1963 )撰寫了最早的螢幕觸碰式電腦繪圖軟體之一 Sketchpad ,是今日電腦繪圖軟體的始祖,後來的多項研究也受過 ARPA CIA Bell Labs 等機構的資助。

1960 年代後期, Sutherland 與同事一起製作了史上第一台頭戴式顯示器「 Sword of Damocles 」。戴上這個裝置,可以從眼前的螢幕上看見電腦顯示的虛擬環境,影像與穿戴者的頭部同步轉動,雖還不實用,但已有虛擬實境的雛型。

Sutherland 後來合夥創立了 Evans & Sutherland 公司,接了不少 ARPA 的研發合約;他於猶他大學教書期間,奠定該校在視覺顯示、 3D 成像、穿戴裝置、虛擬實境等領域的研究環境,與軍方、業界有不少合作,並培養出一批畢業生,後來成為視聽與娛樂產業的重要人物。例如,前文提到創立 SGI Jim Clark ,便是此時期畢業學生之一。

此外還有 Alan Kay 成為 Xerox PARC 的研發人員和華特.迪士尼幻想工程( Disney Imagineering )研究部主任; John Warnock 創立 Adobe Systems Ed Catmull 創立 Pixar 動畫工作室並參與製作《星艦迷航記 2 》和《玩具總動員》;與電玩遊戲最相關的,就是後來創立了 Atari 電玩公司的 Nolan Bushnell

非常值得一提的是, Atari 於 1980 年推出了街機遊戲《 Battlezone 》,運用了點線構成的初期 3D 成像以及潛望鏡式的街機設備,讓玩家透過第一人稱的畫面操作坦克、移動並射擊目標。這不僅被許多人視為第一款向玩家大眾引介「第一人稱射擊」玩法的遊戲,而且也引起了美軍的興趣,邀請 Atari 為軍方開發裝甲載具砲手的訓練軟體,可能是美國軍方與遊戲公司合作的最早案例之一。(感謝讀者 鄭筑軒  提醒~)

從上述的歷程可看出,美國社會、政府、軍方對資訊科技與模擬訓練之重視,大約在七○至八○年代迅速攀升。這個重視程度,也反映在相關機構與組織的發展上。早在1950 年,美國陸軍與海軍就已經簽署了有關模擬訓練的合作備忘錄、建立了跨軍種的辦公室。聯合辦公室的規模在冷戰期間持續擴大,最終含括了陸、海、空、陸戰隊、司法人員、教育經貿等等十數個政府或跨政府與民間的機構單位入駐。

這個聯合辦公單位在七○年代遷往佛羅里達州奧蘭多( Orlando, Florida ),正式統稱為「奧蘭多團隊」( Team Orldano )。這個組織最初研發的模擬訓練產品,就是我們許多服役的朋友都使用過、俗稱「雷指器」的雷射模擬射擊訓練系統,此外尚有大規模模擬訓練軟體以及可作訓練用的電玩遊戲。奧蘭多團隊負責提供的訓練工具,遍及美國和海外基地絕大多數軍事與執法部門,力圖透過模擬訓練讓所有武裝人員執行任務時都能「完美無瑕」( flawless )。

奧蘭多團隊的所在地,就是中佛羅里達研究園區( Central Florida Research Park )。該園區創立於 1978 年、佔地約 415 公頃(約臺灣新竹科學工業園區的三倍),就僱用員工數量而言,是全美第七大研發園區,入駐的單位數量則是全美第四多,有來自包括軍方部門、企業公司和大學學府等 126 個機構。除了前述的奧蘭多團隊之外,國際軍事企業諸如 BAE 、 Boeing 、 Cisco 、 General Dynamics 、 Raytheon 、 Siemens 等等都在此設有據點,而 Lockheed Martin Camber 兩大公司亦有廠房建築設在園區附近。

此外,中佛羅里達研究園區北邊就比鄰中佛羅里達大學( University of Central Florida ),園區的單位也與中佛大簽有若干合作協定包括技術轉移、研究發展、專業諮詢、大學與研究所實習與兼職等等,並可另與中佛大協調使用電子資源與實驗室設施。中佛大的模擬與訓練研究所( Institute for Simulation and Training )也設於此園區之中。整個中佛羅里達研究園區和奧蘭多團隊的官、軍、產、學聯盟,號稱是模型與模擬的首都、是模型與模擬界的瑰寶。

此外在 1966 年時,海軍首次啟動了海軍訓練裝置中心暨工業會議( Naval Training Device Center/Industry Conference ),隨著模擬訓練科技設備逐漸成為主流,是以到了 1997 年正式改稱跨軍種/跨業界訓練、模擬暨教育研討會 IITSEC 1977 年,海軍研究辦公室( Office of Naval Research )資助了第一場戰區等級軍力部屬兵棋與分析工作坊( Theater-Level Gaming and Analysis Workshop for Force Planning ),兩年後海軍建立了自己的兵棋系統( NWGS )。

1984 年,美國國防大學( National Defense University )成立兵棋與模擬中心( WGSC ); 1986 年,國防部頒訂正式命令,授權全國防部單位使用模擬器作為正式軍事設備; 1988 年,美國最主要的國防產業民間組織、後來的國家國防工業協會( NDIA )成立了子部門:國家訓練與模擬協會( NTSA )。這些變革都顯示美國對兵棋、模擬與訓練的重視,持續攀升。

如此看來,雷根總統在 1983 年的時候,說出本文最初引述那段耐人尋味的評語、透露了軍方對電玩遊戲的興趣,時間點也不令人意外了。值得補充和強調的是:受到美軍刺激的科技絕不只上述這些,比如無人飛行器,美軍至少從反恐戰爭開始就在使用了,近年已經開始普及民間。此外,許多資訊科技並不是只能作模擬訓練用途,也可作攻擊武器,比如遠在天邊基地裡的士兵戴上頭戴裝置、從遠端操作戰鬥機器人上戰場,便可應用虛擬實境,等等。

至於冷戰結束、共產主義挫敗、資本主義大勝之後呢? 21 世紀,震驚世界的九一一事件發生之後呢?還有,美國的軍事電影和美國軍方的關係呢?唉呀,冷戰結束之後的發展,才更令人膽顫心驚啊!且讓我們下回分曉!(待續)
